You have no enchants, no gems - I mean you are a leatherworker and you haven't enchanted your wrists! You are using a cloth belt - that means you are losing the 5% leather bonus, essentially 5% of your strongest stat.
Our stat priorities are: Intellect >>>>>> hit/spirit to cap > haste >> crit/mastery.
You are reforging into mastery for some reason. If you must reforge a piece of gear, reforge crit/mastery (or spirit, if you are over cap) to haste.
And I don't know what rotation you're using.
