If you're healing/DPSing in a raid, you should not ever be taking physical damage.
If you're PvPing, you will want to have as much physical mitigation as possible.
IOW: PvE->follow the best stats; PvP->prefer leather if possible

Cloth for a moonkin is a must pre-raid and during early raiding, as blizzard does not seem to understand the stats system they have created for the moonkin. There is no sense in not using your ability to use a lower armor-type item if it is beneficial for you. Most people out there are going to complain about this, and it is unfortunate that they are not understanding of this. If you are open and direct with them about how the cloth item is better then the equivalent based leather item a few will understand. If you are doing a PuG let them know ahead of time that you will be wanting to roll on any specific cloth items if they are to drop(look the items up and be prepare to explain if they ask).
In my guild we let the cloth go to main-spec (dps items to dps and healing items to heals), before it goes to main spec but 'off-type’. THEN we allow it to go to off-spec rolling (‘tweaky’ system for those who use DKP but it’s a perfect fit for us).
Now for PvP you WILL want to use only leather if possible for fairly obvious reasons.
