Yes, there are at least to way's of dealing damage with your shaman. On the one side you can spec into Elemental which makes you a caster damage-dealer (like a mage or warlock) but your damage-spells are reduced to few (lightning bolt and chain lightning and some shocks).
On the other side you can spec into the Enhancement-Tree which will turn your shaman to a melee-damage-dealer (like a rouge). Again, this spec will limit your actions you can perfom to a handful of skills (Stormstrike and a Shock-Rotation).
Both specs are easy to play. The hardest part is to find the correct item's to get the most dps out of your shaman. There are many which seems to fit your spec but at the second sight they don't give any advantages.

Anyways, It's wise to level as Enhancement because there isn't really any pre-BC Elemental gear until you hit Outland; then Elemental starts to shine. In a personal opinion I'd go Enhancement because WF is
insane
.
