Does upgrading a BoE Item bind it to that character?

My scribe made some BoA staffs that I could upgrade on any character, and mail about freely.
But she can also make some BoE stuff, can I mail that to a lesser played alt with some VP to blow? get them to upgrade it then actually send it to/equip it on the character I want to use it?

From what I can tell most if not all BOEs are simply not allowed to be upgraded and those that are eligible for upgrades are only that way once they are soul-bound. BOAs are another story tho I made all 3 staffs and upgraded all 3 on one character before my alts ever saw them. The same can be said of several of the looted blue rare items that are BOA. As for BOE I don't believe there is any that I know of that would work but maybe you can experiment and report back I think that is the only way to know for sure.

as far im aware BoE's which you upgrade will become soulbound.
now i havent tried it myself yet. but i believe this was the case

They warn you that upgrading an item binds it to you.
