There is no quest to get the mount.
You just buy it from the NPC at Acherus.
The NPC is Dread Commander Thalanor, who is to the left of the flight master in Acherus.

Unless you're mistaking the skeletal gryphon for a dragon, the frostwyrm mount is the skeletal dragon you are talking about.
