The issue of overkill has already been answered many times above, so I won't mention that.
The difference in damage between your new offhand weapon and the old one is down to attack power normalisation.
Attack Power increases the damage you do with melee weapons, but to keep things balanced it adds a fixed amount of dps (damage per second), not a fixed amount per swing. If it didn't work this way then everyone would be weilding the fastest weapon they could equip to get maximum benefit from AP.
As slower weapons swing less often than faster ones, they get a bigger bonus from AP in terms of added damage per swing, to keep the added dps the same.
What has happened in your case is you have replaced a slow weapon with a faster one, so while the average
base
damage per swing is higher, your new weapon gets a smaller bonus from AP
per swing
resulting in the lower damage numbers you are seeing in your combat log.
