If im just rying to grind 3 alt classes that are cloth armour classes like mage to level 20 for ground mounts and DMF before 1st week of next month could i use leather BoA until level 20 for the XP bonuses just until 20 or will it not let me?

Nope; the Cloth BoAs do not change armour class as you level.
Also...still can find all this information in the Database.

No, BoA armor requires it to be considered at it's heaviest classification if someone can equip it, regardless of what it is at a particular level.
For example,
Champion's Deathdealer Breastplate
, despite being leather below level 40 for hunters and shamans is considered mail when it comes to armor restrictions and classes like druid and rogue cannot equip it.

You can RaF yourself for some quick XP boosts.
Go to your account page and down at the bottom there should be a button for Refer a Friend.
Send yourself an invite (may require a second email address).
Use that invite to create a Free WoW account, I think it can be on your main account (it'll just show up as WoW2 or something), or you can use a different email to create a totally separate account.
Start WoW and log in to your Free account, create a character of the same race as the one you want to boost (same race = they'll start in the same place) and set all your graphics to the lowest setting.
Minimize/alt-tab the WoW with your Free account. Start a NEW WoW instance (click on the shortcut again). You should be able to start multiple instances of the WoW client from the same shortcut/exe.
Log in to your paid account.
Invite the Free account character to a group.
Alt-tab to the Free account instance of WoW, accept the invite and set yourself on follow on your paid character.
Alt-tab back and go kill stuff.
"Easy" 300% bonus XP.
The /follow will break on travel and if you get too far apart (so watch out for your dummy), but if you pay attention you can run a basic dual-box like this. If you want to get more complex there are programs which allow you to control each version of the game out there, but these aren't needed for the basic 1-20 leveling you're looking for. You can set both game clients to Full Screen Windowed for easier switching, though I never had a problem with alt-tabbing... or use a second computer.

so im getting another computer for my wife and daughter to start playing with me after xmas anyway. set up and merged a starter account for them and there toons with another of my email addresses. i followed directions and used the refer a friend link and all that. so to get this xp boost from what will be there account for now all i have to do is friend the dummy toon and be in a group with it fllowing me and i get 300 xp bonus or is there something else i have to do?

Yep, to get the bonus xp you just need to be in a group with a character on the referred account and be within a certain distance. I don't know what the distance is, but it's pretty far, probably the same distance you need to be to get credit for the kills. And you need to be within a certain level range window. I think it's a 5 or 6 level difference max, so if your character is level 10, their character has to be between say level 5 and 15 for you both to get the xp bonus.
You can always check if you're getting the bonus by looking at the xp you're getting, it should say something like 'You gained 3000 experience (+300% for Refer-a-Friend)' or something, there'll be some note about it.
If you read through the RaF FAQ it has a lot of other information about the program too.
A few of the other perks:
Every 30 minutes you can summon your friend to your side. On the Friends menu there should be a button next to their name you can use, or I think you can right click on their stat bar in group and there'll be an option there too.
For every two levels a character on the Referred account gains, they can give a character on your account a free level, up to their own level. What that means for you is if you level two pairs of characters (one on your main account and one on the free refer account) to 20, then each of those two level 20 dummy characters can grant 10 levels to a third character on your main account. So it's basically level two to 20, get a third 20 free. The restriction for this though is they can't grant a level to someone above their level, so they can't grant the levels to your 20s to get them to 30.
And since you said this will be turning into your wife's account, when the Referred account buys a month of game time, your main account will get a free month of game time. When the Referred account buys two months of game time (total) your main account will get two months of free game time (total, up to two free months per Referred account), plus a free mount in game (at least I think you still get the mount).
The above is from memory of how it worked last year when I was looking into it, here's the full FAQ in case they've changed it since then.
