Transferring to a new server does nothing.
Faction transfer will wipe out some of your rep, primarily your Argent Tourney stuff.
Race changing won't affect rep unless it's to the opposite faction.

Even guild reputation does not seem to suffer much anymore, I recently changed guilds on an alt after the previous guild moved to another server, and I was instantly at 0/21K Revered (after Exalted with the old guild, of course)

Hi I'm new player. Is there a possibility to change my character looks during the game?
You can change your hair style and colour for a few gold by visiting the barber in a capital city, just ask a guard for directions.
If you're referring to changing the character's face, skin colour, etc, then you'll have to purchase an Appearance Change. More information about that can be found in the link below.
