That is the exact UI I want, but I have no idea what anything on there is, if you know part or all of what is shown there, please post.

Well, he's got KTM ThreatMeters and DamageMeters. : P
I'm sure that he's using FuBar up top, but he's got it hidden. He's also using ClearFont2 (shows the name in the upper right). I'd imagine that he's using Bartender for his bars, and SimpleMiniMap for his Minimap. Probably some custom art from DiscordArt as well.
I know what the bars around his character are, but the name escapes me, for now. And I dunno what his unit frames are.
