I believe Celly does mention in the FAQ that the linked builds are just suggestions, not a "zomg you will spec how I say or you are wrong" kinda thing. I don't agree with the CoH build that's listed either, but it's not that big of a deal.
I've heard people debate both ways for the first 5 points in a shadow spec. Yes, the increased regen can be nice. However, you have to land the killing blow on a mob in order for it to proc. That isn't going to happen reliably in raids, or even 5-mans. It's definitely nice for solo PvE, though.
There are situations where proccing blackout on a mob could be helpful in PvE. It could potentially help mitigate some damage for the tank, or stop a harmful spellcast. A lot of raid mobs are just flat out immune to it though, and there are cases where stunning a mob in the wrong place can cause issues. One example that comes to mind is the weapons phase on Kael (talking the 25-man version here, just so nobody gets confused) -- I know one of the shadow priests in my guild is specced for blackout, and he is not allowed to attack the weapons until they're already in place and being tanked/AoE'd so that they don't end up getting stunned outside of AoE range.

Unless it has changed, it is killing blow.
I used to ask my regular group members to let me try and get the killing Smite so that it would proc. Less downtime for all of us.

the build is meant for lvl 70 priests who have all the honor / rep they need / want, therefore it wont proc anymore.
whats wrong with the CoH build? i'm not a CoH priest, i don't claim i know every thing about priests, and all thoughts regarding talent builds would be greatly appreciate.
actually, all thoughts regarding the FAQ's in general would be appreciate. Version 2 is a few threads down, their is a link to it in the original FAQ in the last post, please tell me what you think of it as well.

It sounds kinda like you think blackout doesn't work for 70s -- it does, for the record. You don't actually have to gain experience/honor for the proc to work. The thing you're killing just has to be a high enough level that you would gain it if you could. So, green con or higher.

My biggest issue with it is that there are no points in mental agility. CoH is a mana hog, and having a talent that reduces its cost by 10% is pretty vital, in my opinion. Not to mention that the talent benefits other spells as well. I think that a full 5/5 in holy specialization is completely unnecessary -- that's a filler talent, not something that needs to be maxed out. Also, I don't think that holy nova has a place in serious PvE specs.

The choice between Spirit Tap and Blackout is one that can solely be made upon personal preference, as an raider will likely see little to no difference between the two.
For instance, on most raid boss encounters, the boss is immune to Blackout and there is no opportunity for Spirit Tap to proc or it is exceedingly difficult to get the killing blow. Some bosses do indeed have ADDs that have to be DPS'ed down, and Spirit Tap can be a great "semi mana pot." Blackout, similarily, is useful for those shadow priests who enjoy to PVP and do not want to respec between raids or over weekends.
Personally, I chose Blackout. Often times when farming, I wish I had Spirit Tap. But again, I really think the impact upon my overall spec is so nominal as to make the decision inconsequential in the long-run.
