This mission is in the mist of blood island and makes the spirit of water to the waterfall north Bloodmyst Isle toka fill a boot with the source and the source no longer appears not
I am guessing this is the quest:

) but I am not sure what the problem is. Maybe try dropping the quest and take it again?

Has to be at the base of the waterfall where it comes in from the sea.
Unless you are talking about the Shaman quest to speak to the Water Elemental; then you are heading off into the Reef to the north of Waterfall.
