with your gear, i would assume frostbolt would be your top dps because you are just using arcane to get the "fake" spell damage and the AP/PoM. If though, you would have at least 2 pieces of tier 5, going Arcane Blast as long as possible then using an AM/Frostbolt to get rid of the cooldown, would be your top dps because of the +20% in AB damage.
