Also, AOE spells get less from damage. Around 50% of the spell damage, IIRC.
Thus, AE gets (1.5/3.5) * 0.5 of total spell damage, which is around 21.5%

A good way to find out what your spell will do is to use the addon called Theorycraft. It will tell you an estimate of what your spell will do according to your current gear
