Start by disabling all addons, see if that fixes the issue.

I was having the same problem on just one character. The blizzard quest tracking was not displaying on the map. Went crazy trying everything I read except Blizzard's 1st answer to everything. I did not delete my addon folders. This is a last resort and only if something major is happening with multiple toons. When I finally found the problem, it was so simple, it was almost embarrassing. On the top right of my world map, I have a magnifying glass just like on the mini map. For some reason Show Objectives was not checked.
