I believe you are asking "where" do YOU learn more skills for your pet to learn. You already know the pet trainer is my guess.
Use your third pet as a disposable pet. When you tame a pet that has a particular skill you desire, feed it immediately to happy. Then fight monsters with it. At some point (1 or 2 fights at lvl 70) you will learn the pet's skill.

Example:
You want to learn Dash 2.
When you go to Petopia and check out "Big List of pet skills" it says Ridge Stalker Patriarch (40-41, Badlands) * Dash 2, Prowl 2.
Use a Wowhead search
http://www.wowhead.com/?npc=2734 to determine the zone and where they like to hang out.
Put your current good pets in the stable and bring out your "expendable" pet or no pet if you don't have a 3rd.
Travel to the zone and place for the Ridge Stalker Patriarchs.
Call your pet (the expendable one), right-click on the pet icon and select Abandon Pet.
Drop a Freeze trap.
Target the Ridge Stalker Patriarch and cast Tame Beast.
Once tamed feed the pet until Happy.
Target the nearest reasonable monster, send in pet and both of you attack.
Usually a couple of fights and you will learn both Dash 2 & Prowl 2 if you did not have a higher level of each.
Note: I learned Dive 3 and found out I couldn't learn Dive 2 since it was higher. At least that is what I surmised after two dozen fights.
