You are most definitely not the only bear with issues. The official forums are full of them.
I would love to point you to a sticky, but someone thought it is a good idea to merge a skill summary with rotation explanation, and the result fails in both departments.
It is hard to give you personalized advice, because you didn't post an armory link, and as i am a lazy ass, i CBA to check if your forum name matches some actual armory characters. Has to be something with me being half-bear and January. Anyway...
The general max TPS/DPS rotation for bears is, from top to bottom in priority:
1. Always have Demoralizing roar up.
2. Always use Mangle when you can.
3. Always have a Pulverize buff from 3 lacerates up.
4. Always have at least a single Lacerate stack ticking on the target.
5. When you have all of the above up, use Thrash as a filler.
6. Burn excess rage with Mauls.
This is a single target rotation. Generates roughly
7-9k DPS
on bosses in low rage situations. In high rage situations and on raid fights, it swings up to
10-13k
.
The max TPS/DPS rotation for AoE is:
Thrash > Swipe > filler > filler > (repeat)
Choice of fillers from best to worst: Demoralizing roar (if it is not up) > Mangle > Lacerate >Feral Faerie Fire (only if you have low rage)
This AoE rotation generates roughly
10-19k DPS
, depending on the amount of enemies and berserk procs.
Then there is a special AoE rotation:
Thorns > Bear form > Enrage + Berserk > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle > Mangle
Which should be used every 3 minutes without any exceptions. 3 minutes is a low CD. It generates
27-39k DPS
, depending on the amount of crits.
Things that you can possibly do bad:
You are not using an ability every global cooldown, click/use abilities slowly, and create gaps in your rotation.
You are not effectively using your
Berserk
procs (when it refreshes your Mangle cooldown and lets you use a free Mangle) > this includes keeping at least 1 lacerate always ticking.
You are wearing items with Strength, or extremely sub-par agility items, or are specced wrong.
You are saving up Berserk for something that never happens. Berserk is not virginity, no need to shy from it.
You are tanking with a Fishing Rod, like me, sometimes.
You are not using Thrash and Swipe as soon as they can be used. Remember that when an ability has a 6 second CD, you can use three abilities after that, and it is ready again. So its: Thrash > something > something > something > Thrash, and so on. Since both Swipe and Thrash have a 6 sec CD, its Thrash > Swipe > something > something > Thrash > Swipe, and so on.
You might be just slower at adapting to new things.
Oh, also one thing i found weird. You are "experimenting with the Berserk glyph and put out the Mangle glyph"? Well, i dont know what you have in your glyph slots, but the only possible bear tanking glyph setup is
Mangle / Berserk / Lacerate
, which includes both the glyphs you are "experimenting" with. There is literally nothing else you can pick.

The dummy is going to be a poor representation of actual behavior for two reasons I can think of (probably more too):
The dummy doesn't hit back, so rage will not be abundant.
You don't take damage, so you never get
, leaving you ~10-20k short of the AP you'd have in a raid.

For practical purposes, assume 10% of your bear form HP. Someone posted the link to the blue post in another thread here, and it appears it's 10% of your stamina based HP (meaning base HP isn't included), but for napkin math, you're probably ok with just 10% of bear form HP.

Couple points to make.
Prudentis, when you test your DPS in sub-optimal environment, you do not get optimal results. If you want to test your bear form DPS properly, you have to go out and tank something. When things hit us, we generate rage. Rage means more attacks. Dummies do not hit you back. They do not give you any rage beyond the rage you get from melee swings, therefore the results from dummies will be far from what you will see in actual combat.
You also get no Vengeance from dummies, which makes a huge difference in certain scenarios. A little problem with vengeance is that you do not have it stacked high very often, when you do not do raids, and use CC. On a pull where CC was used, you just do not get that much damage that it can stack high, and 5-men bosses seem to be a bunch of softies. (When you run without CC though, you can get high stacks of vengeance in some occasions. Would recommend to do this in a guild group only though.)

And it is a blessing, there are such posters.
I bet Thor is someone, who will also teach random guys hero tactics and not leave, like many others do nowadays. The lack of patience and the surplus of arrogance has become alarmingly high.
Actually, I'm experiencing the exact opposite happening O_o People are starting to explain tactics whenever people seem poorly geared, and wipes doesn't seem to cause the mass leaves like it did after a month or so after the launch. People seem patient, and when things go wrong, the first thing that happens, is someone marking, and explaining how we should try tackling this group. If this what the scenario Blizzard had in mind, they sure succeded in my opinion.
As for Bear DPS - Is the amount of Vengeance-stacking based on the damage recieved
after
all damage reductions is applied, or before? So if you get hit for 1k, but dodge, you get 0 vengeance, but when you get hit, and mitigate half of it, you only get AP equal to 500 points of damage? Or will you get the full 1k damage, calculated as Vengeance?
I am aware all damage absorbtion effects wont interfere with the Vengeance buff. Just haven't been able to figure out if you get from the full blow, or if it is only the mitigated damage.

Vengeance is based on damage taken and absorbed.
Hrm. While not relevant to druids, does a block count as an absorb for Paladins and Warriors?

Thanks for the answer :P I wonder how well it balanced around hp-pool and gear late-expansion, when doing anything that isn't raids. Too great mitigation, and too weak hits compared to that,
should
result in a smaller AP. Might make tanks lack a bit behind in dps when doing random heroics with Hunters or DKs or whatever is topping the DPS charts by then.

Heh, I love those scenarios :P It actually makes me feel like I play with others, compared to the old Wrath Heroics. It could just as well have been bots, for all I know.
