Mana return procs from moonkin form are based on a normalised "proc per minute" system. Whatever the speed of the weapon, you will get the same amoung back in the long run (ie low speed weapons proc more often on a per hit basis than fast ones).
So if you're at the same level in both weapon skills, just use the one with more AP (or whatever other stat is of interest to you), speed is not a factor.

I personally use
this dagger
with
this offhand
(for lack of a better one atm)
I used to carry
Wildfury Greatstaff
with me for mana regen purposes, but as a spellcaster you can't rly afford to run up to a raid boss and start meleeing their ass, Blixx should rethink that. So it's resting safely in my bank atm.

Well, my Warrior can do this and so I made it for my Moonkin, in fact I built a combination of manareg and damage so that I only need Manapots in worst case or when there is need of burst damage.
Even on princess (I call Malchezaar that way) I only need one manapot and I was second in damage last time
the mace can't be that bad at all
