I'd say that there are up to 4 points that you can free from your balance tree without hurting your dps in raids, if you want to get Subtlety (or anything else suitting your needs).
* 3points out of Celestial Focus (it's a solo/farm/PvP talent since you don't get hit in raids)
* 1 point out of Nature's Grasp or Brambles (none really usefull in PvE raids). My reasonning being that we have enough problems with choosing where to put points without wasting one in the lower and mostly useless talent tiers.
Also, personally, I'd take out the points from Natural Shapeshifter, since you shouldn't be morphing in and out that often.
* battle rezzing : once every 30 minutes at the most
* off-healing : it shouldn't need to happen, and even if it does : comparing the mana saved during shifting (200-300) with the mana spent healing (800 or more), plus add to that the 0.3s lost on each healing touch you cast... Healing is going to be a dps/mana drain anyway
Edit : also, get the -2% threat enchant on cloak, penetration is only usefull for PvP

I'll use this same thread for similar question..
I'm planning to try out balance talents, i'm lv70 and do some instance runs and soloing quests. No raids and no pvp.
This is what i had in mind:

Should i move 2 points from control of nature to brambles? For me it feels like quite a small add when used on tank and control of nature is nice when soloing.
More subtlety would be nice i think, but i don't think i can spare any more points to that. Is it something i must have? Take out points from moonfury for this one?

i use this for pvp, raids ect.
never ever let me down but when i go kara i always run resto so im not 100% sure how this will work against prince.
sublety not worth speccing because it serves no real purpose because if you ever take damage from the target im affraid your tank deserves a smack.

Brambles vs Control of Nature : bramble is a very small threat bonus for the tank (~10-20 TPS when they should be doing around 1200), control of nature can help in instances to make sure that the add hitting on some healer will be cc'd in time...
Honestly, they're both anecdotal...
In any good moonkin pve build, you'll have to waste points in the earlier talent tiers anyway :/
- the 10 first points of restoration, they have no/little impact on your dps but are required for intensity.
- 3 points in the 3 first balance tiers (Control of Nature, Brambles, Nature's Grasp), they are required to get to the higher tiers and also have very little impact on your dps
The way you choose in which talents to put those required points is largely up to personnal preference.

@timmytwotoes : while it might not be usefull in early raiding (if your tank knows it's job), it will become absolutely vital later on, because your dps potential will go up with new gear while the tanks threat generation won't. (and there's also Void Reaver)
In the end, it's to each one to look where he stands on threat in most fights and to choose wether to take it or not from that.
Subtlety is not one of the "required" talents for max dps, but shouldn't be ignored.

My PvE build.
No use for treants and celestial focus in raids.. for get about it =)
Same for most heroics, except BM if u're on adds )
Subtlety - musthave, moonkins do loads of threat, you have to decrease it with all you can.

My combined PvE/PvP build works really well in the IS/SF cycle and i top off in raids with aggro just under the tank it allso have the benefit of decent mana regen and less interruptable wrath+regrowth for pvp issues. I've been experimenting with a combined build since april last year where i dinged 70 and so far this is what makes the best viability if you don't want to respecc all the time.
IMO ofc (didn't take nature's grasp coz if something hits you you're more or less stunlocked the duration of roots anyways ^^)
