Arcane had such terrible rep because when we first learned arcane blast, we didn't have the right stats (and the 2 piece tier 5 set bonus ) to boost it. I believe arcane missiles had change to the better spell dmg coefficient as well since expansion release.
The only downside to arcane is 30 yard range. In PVP you have to get pretty close.
