It's a world drop, so there's no "better place" to farm it, just cross your fingers.
You can also watch on the AH

World drop until 2.4 iirc. They supposedly added a drop in the sunwell 5man for it though (might be wrong about this, but I remember reading something about it).

do solo content to earn gold (farm/quest). use gold to buy from AH
