Your concerns about dropping below 13k health are unwarranted at this time. The additional armor from the S1 shield will divert some of that feeling, in terms of effective health, but overall it will suck.
However, there is nothing you can do about it. You simply cannot tank bosses or level 73 creatures in Karazhan without 490 defense. It is a priority, regardless of your health. Health can be replenished by spending some money on potions. I recommend Major Defense & Mastery/Agility elixirs (or just obtain a flask if you're new to Karazhan, it will prevent expensive elixirs if you wipe a few times).
Attumen the Huntsman is a gear check. If you can tank him, you will be ready to start Karazhan, or rather if your raid can down him, then progression has begun.
Many, if not all, encounters are based on a certain amount of health. For Attumen, the figure is 11,000 health. Do not fret about 13,000 health, as long as you bring extensive potions & food to buff up. The real concern is getting your defense up & using Timewarden's Leggings can only help you -- they are the absolute best pre-Karazhan blue leggings. That's right, I said they're the best, and I never use the word "best."
Enchant everything, with stamina. Start trying the easier Heroics, farm some food, materials for potions or possibly blacksmithing epics to make the transition to Heroics/Karazhan easier on healers if you have to. Everything little thing you do matters & in the end, it will work out so long as you put your best foot forward.
