Divine Strength increases your strength by 15%
Blessing of Kings increases your stats by 10%
Sanctified Seals gives you 35 crit and PoJ gives you 15% run speed.
Looking at this just in terms of the ret paladin, I'd say it's still worth it as you also gain crit, but in terms of itemization I'd lean in favor of the holy paladin getting the kings instead of the ret paladin.

Why divine strength?
I'm sure theres something else that you can give up, so that you could benefit from both.

There are only 61 raid-oriented talent points in Ret. And some of those are optional.
"Should he give up Divine Strength for Kings?" is the wrong question. The question is if he is willing to give up PvP talents for Kings.
