I can't imagine any one would think of shaman heals as "mana efficient"
healing wave heals for more and costs less mana than holy light. thats efficiency.
add onto that the ability to heal to full with 0 mana without a 40-60 minute cooldown.
plus if a shaman gets silenced he wont be completely useless like a pally.
