A little confused by Valor spending/vendors

Hi,
I have 2260 Valour points and 3371 Justice points to spend at the moment and I'm a little unsure as to whether I'm understanding the system right. Before I blow all my currency on something that might be a real mistake I wonder if I could check that I'm understanding this right.
For reference, this is me:

- gear is level 463 and under.
Do all Valour Vendors of a faction sell the same set of gear? I was puzzled because I went to the Stormwind Valour vendor and he was selling items for Justice points. If I go to
Agent Malley
in Krasarang Wilds will he be selling the same gear as valor vendors elsewhere?
Actually, I see that
Commander Oxheart
is selling different items. He sells some level 509 gear, which leads me to another questiopn. The currency for (for example)
Firebird's Spaulders
is another item (
Shoulders of the Shadowy Protector
). Is
Shoulders of the Shadowy Protector
of use simply as a currency for those vendor items? i.e. is the idea that those items are only available from running a raid, finding the item then trading it in for a choice of vendor items?
With all that in mind, could anyone advise me if there is an obvious vendor or item I should be aiming for?
Cheers for any advice, I'm a little puzzled and I don't want to cock up my VP spend!

Thank you for the helpful reply, much appreciated. If 5.0 gear is 489 and 5.1 is 496, should I hold off spending anything until 5.2 arrives? Will 5.2's valor vendors sell gear the next step up?, making the previous vendors redundant?

Wow, that is exactly the information I needed. Thank you very much for going to the effort of such a comprehensive reply. I'll start the Thunder Isle quests to get to the Shado-Pan Assault valour vendor asap, and I'll work up my Klaxxi rep for the other items too. I'm maxed out at my farm so I'll do the work orders too. I've never been at a level I can get into any raids so I'd really like to get my ilevel up enough for LFR so as to experience that aspect of the game. I'm not sure how World Boss mechanics work do I'll read a bit about them too.

I managed to weave my way past mobs on Thunder isle to get to the quartermaster for the necklace which was a big upgrade. That plus a couple more drops from random heroics seems to have unlocked the first raid in the raid finder :-). I've not had a chance to try it yet but I'm now looking forward to my first raid experience.
I'll plug away at the Klaxxi rep as you've suggested too. There are a couple of justice point rings out there that are a slight upgrade but I suspect it will not be worth blowing all my justice on slight upgrades when I've got better upgrades on the horizon.

I have not double checked the Isle of Thunder 522 pieces, but expect some duplication (mentioned above, a neck at neutral) and necks of 489 are sold. Obviously get the best piece available to you based on Valor tokens and reputation.
Operation Shieldwall/Dominion Offensive sells rings and trinkets, both iLevel 496.
The end quests for Klaxxi and Golden Lotus award iLevel 489 pieces (ring and neck, iirc) for free.
You need iLevel 470 to enter the 5.0 LFR raids. The first time you do each one per week gives 90 Valor, and successive completions give half that. You will not be able to do all the the LFR raids immediately; you will have to build up your iLevel.
It might be worth your time to see what Justice Points you can spend, since you will rapidly max those out in heroic dungeons. At that point, JP are only good for buying level 80 heirloom pieces for your alts.
When I checked, your iLevel was 460; keep doing heroics, scenarios, and eventually get into the Looking for Raids.
I would stay away from the Troll island until you have a couple of pieces from LFR or more Valor-purchased pieces. It will be rough. Same goes for OSW/DO.
