This, in my mind, was my first good prot build. Back when all i was doin was heroics, getting geared up for KZ:

This was my next step. I was raiding almost exclusivly, but i wasnt the MT very often, so i focused on OT talents.

Then finally, i became the guilds MT, and i tank most boss fights. So i changed it to increase my TPS output a little bit more:

Anger Management is probably lost at or after entry level raids, i.e. Karazhan. You are correct that the MT should have appropriate rage available without the use of Anger Management, but the real point to consider is whether or not the same warrior will be used in non-raid scenarios.
That is, will you be doing Heroics, etc? Helping guildies on normal dungeons? These can become immensely easier with Anger Management, though it is far from a required talent. It is generally taken for efficiency, not raid tanking.
If you are an MT in Karazhan, feel free to stop after Imp. Heroic Strike or Imp. Thunderclap. The focus should be more on threat generation & mitigation instead. Due to this, more viable talents would include Imp. Shield Wall, Imp. Demoralizing Shout (at least 2 points here).
There are dozens of variations on the x-x-4x builds. They are usually one of three stereotypes: MT protection, OT protection, or high-efficiency all-around builds.
