Yes, you "lose" XP, but you retain the same percentage of XP. So, say that if you had 50,000 out of 100,000 XP, you have 50%. Now, after the patch, let us say, they lowered the requiered XP to 80,000. You'll "lose" 10,000 XP, but you'll still have 50%, meaning you have 40,000 out of 80,000 XP, 50%. So, you don't really "lose" anything.
