Hey guys, I've done some extensive calculations on a spreadsheet in excel to determine the change in DPS for elemental Shammies with 2.3. I factored in talents and a few variables. Yes, I am bored at work. I made some assumptions:
40% crit chance (easy to get with pre kara and kara gear)
Spamming LB only
No casts are resisted
100 LB casts
I factored in LO, casting time modifiers for 2.2 and 2.3.
I would detail the calculations but that would be horribly time consuming and they took a while to get figured out and I have spent quite a bit of time figuring it out.
Here's a summary:
1. From a PURELY dps standpoint 2.3 will be a buff in elemental dps untill 739 nature spell damage, then it becomes a slight nerf.
2. Chaotic Skyfire Diamond will make up the difference. It's break even point is at 1548 nature spell damage.
As you can see, there isn't much of a diminishing return.
Here's a table that shows how much damage will be done in 2.3 compared to 2.2 with and without the Chaotic Skyfire Diamond. 100% means that there is no difference between 2.2 and 2.3

What this means is that without the chaotic skyfire diamond, it ends up only being about a 1% nerf to pure damage.
However, they are Reducing LB and CL mana costs, improving water shield (i'll macro it to my mana totem or something, depending how the global cooldown works with it), making mana stream give more mana. More mana means more sustainability in long fights so if you are ever getting to the point where you are oom and on mana pot cooldown, these changes will help you keep casting LB and you will do more DPS overall.
They are also making LO cause no threat. This is HUGE for Ele shammies because they are converting a good chunk of our casting time scaling damage to LO damage. in 2.2 about 4.5% of our damage comes from LO, in 2.3 about 13% will now be from LO. And none of the 13% will cause threat. This is 13% less threat than we are doing now! This is a HUGE buff. A lower threat cap means more overall damage. The amount of damage from LO scales with increased nat spell dmg. i.e. more spell dmg means a lower percentage of threat per cast.
This is going to be an amazing patch for us.
Another thing I calculated out of curiosity: The point at which LB scales better than CL due to damage is 1345 nature spell dmg.
I hope this makes sense and clears up a lot of clouds surrounding the 2.3 patch for elemental shammies. I know that everyone was wondering how the math will actually work out for the casting time nerf vs. the LO buff. I may at some point post this on the WoW forums with detailed calculations.
