Blizzplanet asked about the cool "Army of the Light" draenei appearances; they are only intended for NPCs at the current time. Patch 7.3 is a meaty story with tons of NPCs; these were given a distinctive look to help set them apart and more effectively tell the story. Blizzard is open to more player customization in the future though.
The highest item level we will see in Legion is 1000 when the raid Antorus opens; Legendaries should be 1000 and Titanforged 985.
It's intended players do Invasions ~5 times a week, as there's a weekly quest for that. Invasions can take place in six different areas, with a randomized variety of environmental challenges and NPCs. These are meant to feel like the pre-Legion public scenarios. In Greater Invasions, a more challenging tier, players can fight bosses that drop high ilvl loot--Argus' version of a world boss.
The base ilvl of Heroic and Mythic loot will go up +20 in Patch 7.3; Mythic+ rewards will cap at +10 at the start of 7.3.
It will be tough for fresh 110 players to jump into Argus, but there are a lot of catch-up mechanisms (Artifact Knowledge, relic slot, solid dungeon gear).
Blizzard is interesting in pursuing zone scaling technology to aid players leveling.
Antorus is the final Legion raid but there is more Legion story to tell beyond that! Ion is keeping the details of the final Antorus boss a mystery for now.

also discussed the pacing of Legion. The enthusiasm for constant content without gaps hopefully hints at less of a content lull between Legion and the next expansion.
"Some big, some small, some not even patches," continues Hazzikostas. "Just a couple of weeks ago, when Argus suddenly appeared in the skies over the world, or Doomsayers filled the streets of Dalaran and a new quest became available. We like to be able to deliver content and advance the story through a variety of means and ideally not have any seeming gap or lull in that content flow."
