I seriously doubt mages and warlocks want to pass on this for a priest. At least for mages these are far better than frostfire shoulderpads.
Although they look kinda shabby. :(

This is the first solid upgrade from Mantle of the Blackwing Cabal for pure damage. No news yet on from who it drops, but based on the ilvl I'd say Naxx.

Comparison to Mantle of the Blackwing Cabal:

-4 intellect
+5 dmg/healing
+1 spell crit

though both warlocks and mages should have the same priority on this, a mage would get more than this compared to tier 3 than a lock since lock shoulders>mage shoulders

That's a bs, raiding lock with high crit is a moron. That's a pure mage item until lock wants to PvP with them. Even then though, they have rather too low sta for that.

theese are the best shoulders for a mage/ lock atm i think, but tbh, they look like %^&*, as goood as they are, as bad they look
