These do seem to contain the crafting materials for all your crafting professions, meaning that if you for example have both leatherworking and tailoring you will end up getting more loot from it.
This also means that people that have 2 crafting professions (engineering does not seem profitable) will be able to buy the salvage and flip them into 2 of the crafting materials rather than just 1.
(I tested this with 200+ skill in leatherworking and engineering, to convert the BoP materials you will need 200 in the profession)

I didn't want to spend over 50g testing this, but I'm pretty sure if you don't have a relevant tradeskill leveled up to at least 200, (As previously mentioned) you just receive junk. I tried changing profession to alchemy at 1 skill level and cleaned grime for the mats, but did not get anything at all after 5 tries. Other skill is herb and maxed, but since no relevant items, nothing to reward to that tradeskill.
