Flying in Pandaria below level 90?

(I apologize in advance if this topic does not belong here; please feel free to move or close it otherwise).
The other day I saw a level 87 flying in Valley of the Four Winds (I'm certain this was his level). How is this possible? Is there a way to give flying ability to your lower level alts if you have a 90 character who can fly in Pandaria? (Sorry if there's an explanation of this somewhere and I missed it, I couldn't find one!)

No, but he was probably on someone who was transformed into the Sandstone Drake or the new RAF mount.
Edit: And if he was a monk, he could have been on his Zen Cloud.

True. Was he actually flying, or just moving along the ground? Because the carpet will flutter as you ride it over the ground, just like it does when flying in the air.

True. Was he actually flying, or just moving along the ground? Because the carpet will flutter as you ride it over the ground, just like it does when flying in the air.
Hm, that's a good point - to be honest, I don't remember anymore at what level of height he was going, so maybe he wasn't really flying. But it is good to have an answer to the 'can you give flying to your lower level alts' (as had been the case in wotlk).

I saw a level 86 flying around Jade Forest on a griffin and when I say flying I mean he was at least 30 yards in the air between landing to mine. I reported the player because this is quite obviously cheating. The GM reply accused me of being drunk! I do not drink in game because the graphical effects quite literally make me nauseated in real life.

Yeah, I've seen 89s and lower flying in MoP (and I too was not drunk). AFAIK you cannot fly in Pandora without being level 90. This is because the level requirement to buy Pandoran flying is 90. If anyone is flying around before their 90, you're either drunk or they're cheating. Make sure that you are not drunk though before you report them!

Well in wotlk the level requirement for flying in Northrend was 80, but you were able to buy this book on your level 80 character if they had cold weather flying, then give it to your alts who were below 80. Then they could fly in Northrend below level 80. But all right, I get that this isn't the case with Pandaria.

Just an afterthought.
Are you 100% certain it was a carpet?
The reason I ask is that

can be learned at 500 Engineering, which basically means it's available from the get go.
If you check the link, you'll notice the colour somewhat resembles

(And from a high enough vantage point it is more than capable of going halfway across the zone.)
It was definitely not the shape of that goblin thing, it was definitely flying carpet-shaped. Really the important thing in my post had been the question of whether it's possible to give flying to lower level alts/for people below 90 to fly in pandaria, and that has been answered.

Actually it was a few levels below 80 like 77 or 78 to allow for easy traveling around Icecrown and Storm Peaks. Those zones are impossible to navigate 100% fully without a flying mount. So much so that you could even get the crappy loaner flying mount if you couldn't afford cold weather flying or flying in general.

Read this a couple days ago and dismissed it as a mount that could be a ground mount and fly that was just falling from a hill/cliff/whatever...
..and then, I saw an 85 on one of the generic flying mounts that doubles as a ground mount in such areas in level flight across the Jade Forest. It was as though he was glitching or lagging really bad as the mount was constantly jerking, like when you try to jump up a hill that is too steep. Said toon dismounted at a mining node, mined it then mounted and found a hill and jumped off of it and flew to the next node, level and straight, no falling. I followed him for about 15 mins while I typed up the ticket.
Apparently, there is some way to keep a dual purpose mount in the air, you just have to fall off something high enough first, so OP, you prolly did see what you thought you saw.
