The problem is, most other MMORPGs were based on the "WoW Formula"
Sometimes you get something real unique, like City of Heroes *Sniff* WHY DID THEY HAVE TO KILL IT OFF!
Sorry bout that outburst, Anywho, sometimes you can get something uniquely good, sometimes you end up with stuff like SWTOR which is
literally
a relabeled WoW with a talk system.

I really don't think anybody has done PvP right outside of FPS games. Traditionally, I think developers were really limited by graphics and bandwidth, and this limited their thinking. Compare most MMO PvP with games that play well on a LAN and you see that they focus on you as a point of view, not as a character. I think that makes them both more immersive, and more fun as you can jump right into the action.
I think if you wanted to do it right, you would design the game as PVP foremost, then add story and character development.
And whatever you do, for the love of heaven and hell, don't include escort quests.

TF2's Payload is basically an escort quest.

World of Tanks (free to play, player base slightly more mature as it has historical aspects). I really like this one, and I can get my BG fix here.
Russian bias is a bit grating though.

I think EVE gets the best reviews for pvp, but it is because of the size of the battles (litterally hundres against hundreds). The problem is that most of the individuals are doing 1 mindless thing repeatedly. So yeah, you may have 200 ships facing off against 200 ships and crap flying everywhere and it looks chaotic. But on each side, you have 180 of those players doing only one small thing ( ie.. if you were a shaman, casting windshear every 6 seconds for an hour).
That aside, the OP mentioned stuns and snares as things he didn´t like. You need to have those things (along with heals, silences, interupts etc) or else every fight comes down to who bursts the fastest... or even worse yet, who gets the first hit in.... or they can develop a complete, unbeatable rock-paper-scissor system.
There really just aren´t MMOs that have really good pvp. The complexity of characters is always going to make it a mess. The best pvp is in FPS because you have very limited abilities and gear, which makes fighting feel more organic rather than the encyclopidiaish wow system.

I'd suggest either World of tanks, Dungeons and Dragons online or maybe Global agenda if you can stand the fact that it's a near-dead husk.

Every competitor of wow faces a big problem from the start. Wow has been developed for atleast 10 years(counting the years of coding, that took place before wow going live). So every competitor needs to have a game with 10+ years of work, from the start. That is the reason why i always come back to wow in the end.
Swotor had many good things(crafting <3) Gw2 was good looking, but hollow to me. Eve felt awsome at the start, but i didnt like the slow pace of it. Gw1 did not have a jump function, so could not play that for a minute, i need something for my thumb to do.
Still play Lol from time to time, but the community is brutal though, but if you have friends to play with, then it get better.
Another thing that Wow does, is that they absorb every new innovation, that new upcoming games come within wow, or atleast build wow towards those new games.

Speaking from experience, the main difference between WoW and GuildWars2 is that WoW is a great game and GW2 completely SUCKS.
SWTOR is a blast, there isn't a lot of PvP and nor is there a lot to do at 90. You willl pretty much do eveything the end game has to offer in about a month, and there really isnt any difference between being a light side of a dark side character.
