Those guys are located inside the Cathedral.
They will aggro any hostile mobs. However they fight other mobs only for looks, their hp and the hp of their opponents won't drop below ~75%. Sounds like a fun idea to have those show fights, right?

Well not if your tank decides to kite Fairbanks and then fears one of your party members right into Morgraine. I was there on my druid healer and we did not clear the Room yet, so we basically wiped. I managed to escape using my dash (+70% run speed).
When we came back in ALL mobs from within the cathedral were now fighting the Scarlet Renegade, neither lost hp. We thought that this would not pose and tried to pull mob by mob away from them, but when I healed my group ALL came for me and we wiped again, so after some more wiping me managed to clear the instance.

Long story short: do not let these guys engage huge armies of mobs.
