Having played through the goblin starting experience I honestly cannot fathom why the hell this guy is the Goblin racial leader.
He has done nothing but fight the player - his main competitor, beloved by the people - AND screw over his own people.
WoWWiki has a nice listing of what he did, part of that is wanting to sell his people as slaves, stealing necessary equipment from the other Goblin survivors and repeatedly try to screw them and the player over by allying with pirates against them etc.

There is not ONE thing he does on the Lost Isles or on the journey there that beneficial to his people, other than his cronies, yet he will be the racial leader. It does not make any sense.

It's possible that he won't remain the racial leader for ever, on the one hand because all of this, his own people hate him, on the other hand because Thrall specifically said that he'd remain the leader of the Goblins "for now".

Hopefully this means that over the course of Cataclysm he'll be replaced by someone else (possibly "your" former assistant Sassy Hardwrench).

Actually, given the player's standing in Goblin society and the pivotal role he/she plays in rescuing the Bilgewater survivors on the Lost Isles etc. .... maybe Blizzard is working on a very special racial leader system for the Goblins that'd actually make the player character the racial leader?
His/her former assistant, Sassy, could stay at the Goblin "capital" in his/her stead, to serve as a goal for eg. the For the Alliance achievement etc. but in the player's "version" of the world he/she'd be the racial leader.

In the - out of game - lore there could be a fixed character playing this role (like it was done for the Baldur's Gate computer games vs the novels).

Priests can levitate/wallwalk their way up to Gallywix's palace. He seems to be about as strong as the elemental bosses at the end of cataclysm.

The only Racial leader who is a lvl 23 elite and killable by just about anyone... yay for Goblins.

I think the fact that they didn't give him a custom model, while he is supposed to be a heavyset Goblin with a top hat kind of lets you know that he is not the permanent racial leader of the goblins.

So far, he is the only Faction Leader that does not have an actual "location" outside of the Goblin starting zone. Blizzard has stated his location will be at his Pleasure Palace in Azshara, but currently he has not been officially placed there.

When he will make his appearance there is still currently unknown. Blizzard isn't saying when they will add him to the Pleasure Palace.

If I had to chance a guess, I'd say the reason Trade prince Gallywix still leads the Bilgewater Cartel is because he makes the Goblin race appear more corrupt, greedy and comical at face value whilst filling an important role from an in-universe perspective. At one point in the Goblin starting quests when Gallywix forces the Goblin slaves to mine Kaja'mite from the labor mines, an NPC states that though they don't agree with it, his methods are effective.

Trade Prince Gallywix is a ruthless character who, while very weak-kneed and unreliable ingame (surrendering at the end of the Lost Isles quest chain) would theoretically exert great control over his people, forcing their productivity up as a whole. Although the whole joke about Goblins is that they are all greedy criminals, their history of being labor slaves for jungle trolls and the Goblin Shredder Pilots which were working triple unpaid overtime in Felwood go to show that Goblins can be eager and hard-working with proper leadership.

That aside, while he may have antagonized others of his race as stated by nonentity, you might recall the quest at the start where you had to beat up the goblins who weren't paying you protection money with your three friends.
