This will easily be BiS in general, much less just for paladins. There are no other cloaks that come from the new content, so far as I am aware, and with the CTC cap now well within reach, many tanks will be moving some of their mastery into parry/dodge/expertise in order to get more mileage as well as threat out of their gear while still maintaining the cap.

FWIW I'm also a big fan of the graphic. It just feels "tanky" to me somehow, and doesn't look like a recolored clone of every other cloak at it's ilvl
