For a Combat Rogue that wants a fast OH Dag, yeah this would probably be best. But, if your hit capped, or spell hit capped which you probably should be by the time you get to an item like this, for Assassin Rogues Uhn'agh would come out on top. Haste is higher than Expertise in EP values, and not much higher than Crit. The Crit would be reforged into mastery.
This piece would get reforged into Mastery from the Expertise, but that small amount of hit isn't very useful if your Spell-capped. So assuming your spell-hit capped, Uhn'agh would be better, and if your not you should take a look at the other gear you have. If you add the REFORGED stats EP values and the normal, it comes to (besides Agile/Stam/DPS, since they are the same)

If your spell hit capped, for Assassination, Uhn'agh is better. Hit capping is very possible from gear and trinkets, and very easily. So, basically, if your not spell hit capped by the time your Raiding 88lvl Bosses etc. w/e, the smallamount of hit might be useful, but I doubt all of it will be for Spell hit, and even then the Expertise is meh and really useless unless you have rotation problems.
It's up to you, but I have an average iLevel current equipped of 351 and that's with PVP gear, and I have maye 2% under spell hit, only because I don't reforge for the cap unless I'm about to raid. I use Arena Weapons right now until I get the 359 Dags, and 4 PVP pieces until I have 4 346 pieces to replace (only need one more) because of the huge Agility boost that is only negated if all are replaced. This gives me not a lot of reforging to play with because 4 of my pieces have resilience on them, but I can still SpellCap. And even with room to reforge for Mastery for my poisons.
Just some food for thought. :D
(PS: the 40% reforge might round up, i rounded down, but either way they come out with the same difference in totals, or close, I don't feel like doing the math :P)

Didnt you read my post? You're horribly wrong. The ONLY way that would apply is that if you're STILL over the spell hit cap AFTER reforging every single piece with Hit on it to something else. Which i dont think with your current gear you're capable of doing anyway.
Ok, lets go the step by step:
You get Scaleslicer, now you can do 2 things:
#1 - If you need the full Hit, keep it and reforge the Expertise to Mastery instead.
#2 - If the total of Hit on all your items, including Scaleslicer's, is higher than the cap, you should reforge some items out of Hit into either Haste or Mastery, depending on which the item doesnt have.
Now, #1 doesnt present the issue, because you effectively transform an 1.1 EP stat into a 1.3 EP stat, therefore gaining a DPS boost.
For #2, IF you end up reforging Scaleslicer's Hit, or any other piece of gear with Hit for that matter, here's what happens:
From 242.5 total unreforged STATS EP value, we substract the reforgeable hit (38) which gives us an item EP value of 189.3, then we go:
Effective Hit rating + Expertise + Reforged stat
The value of Hit beyond Spell Hit cap is worth 0.75 EP. which is the lowest stat, therefore making it the first stat to reforge out of. So you're keeping a certain amount of "effective hit rating" from the hit you're reforging from. Again, you're either reforging it into either Haste or Mastery, which transformes the items STATS value from 189.3 EP to either 234 EP or 238 EP respectively. In either of those cases its a clear DPS boost.
Also, both of those options are still better than a Reforged Uhn'agh. Which at its best, equals 222 EP if you need the hit, or 218 if you dont.
OR, you could leave the whole piece alone and reforge elsewhere.
The trick here, because of reforging, is that you're not really changing the value of the item, but optimizing the TOTAL REFORGEABLE STATS ACROSS ALL GEAR.
Now remember, reforging always turns crappier stats to better ones. Unless you really go out of your way to reforge to crappier stats. So the better the starting EP value of stats, the better the outcome, its really simple when you think about it:
Good stats -> Better stats.
Now, like i said in the starting lines of my post, there is ONE exception to this rule:
If you have so much Hit on your items, that even after reforging, you're still over the cap, THEN you should think about the individual value of items.
But, its not really probable with the levels of gear we have available right now, not with the right choices anyway, you would need 2300+ Hit rating across all your gear to effectively lower Scaleslicer's value.
There exists some reforging calculators that will help maximize your stats to your liking INCLUDING RESPECTING YOUR CAPS, you should check them out.
Now please. Can we stop arguing about this? Lets drool over some gear instead.
