This is one of the new Heirloom Items introduced in World of Warcraft: Cataclysm. The whereabouts of Heirloom Rings is currently Unknown but most likely will be made available through random profession dailies luck. I feel safe enough saying this since our last Heirloom ring was available from Fishing.

My apologies for some inaccurate information previously. This comment was made during the Cataclysm Beta and I just never got around to updating it. Prices have been fixed and it now looks sexier then ever.

Patch 4.1 Heirloom Update
All Heirloom items have had their bindings changed to bind to a single Battle.Net account instead of a World of Warcraft account. This change will let you transfer your items across factions, realms and even the other active World of Warcraft accounts on your Battle.Net Account.

Blizzard has also implemented Tanking Heirlooms with Patch 4.1. Please see above for their names! Links will not be live until the data is merged to the main Wowhead site.

With these new heirlooms your alts will be getting a huge XP advantage for being in the guild as well.
Helm=10%
Shoulder=10%
Cloak=5%
Chest=10%
Legs=10%
L Ring=5%
R Ring=5%
Total=55% ...... but with being in the guild and being rank20 (needed for helm) then you are guaranteed to have an additional 10% to that amount for getting rank12 in the guild which gives the bonus of 10% XP for kills/quests. So your wonderful new alt will be getting 65% XP normal, 265% rested (almost RaF #s) :D

There seems to be a big downside to this cloak (and presumably the other BoA cloaks). Using LFD requires your average item level to meet a certain minimum number. This cloak drags down your average, making it difficult to queue for the instances appropriate for your level.

Wearing this cloak when I reached 85, I was STILL not eligible to queue for regular grim batol, halls of origination, and lost city (which are open to level 84 characters). Upon getting a level 333 cloak, my average item level shot up about 20 points.

Interestingly, this is the only pve dps caster cloak that has iLevel 333 stats at level 85 (for warlocks and mages). The next lower is 318 from quests, and the next higher is 346 items from rep or two heroics (Vortex Pinnacle or Throne of the Tides). If you're unlucky in heroics, and don't have the The Earthen Ring at revered yet, it can take a while to replace it. Just keep a different cloak in your bag so you can continue to queue for heroics.

at level 78, this item does not make the cata leap to ilvl 300-ish quality, it keeps scaling from 78 to 85 as if you hadn't even bought cata expansion pack.. you will find level 78 cata greens in the auction house with stats that will blow this item away. at 78 the only value of this item becomes its experience bonus, and even then, the value of that experience bonus is diminished by the fact that you'll likely be at the bottom of dps charts in instances because you are wearing this thing.

heirlooms: another example of a good idea from blizzard poorly implemented.

better idea? just create a new armor slot for an upgradeable heirloom token that gives you an xp bonus.. take all of these heirloom armor pieces out of the game. the existence of heirloom armor and weapons means that nobody needs half the stuff that armor-crafting professions make.. that wrecks server economies. it also means that the heirloom wearer passes on a lot of fun and interesting armor/weapon drops as his alt is levelling because the heirloom armor piece's xp bonus always makes that the best choice for being equipped.

"BEST" HEIRLOOM CLOAKS AND ENCHANTS

Currently there are zero cloak enchants that will increase your DPS. As a result, the following are your best options as a caster leveling via...

...questing, 附魔披風 - 超強防禦. You will be taking more damage from physical attacks, on average, and it yields the largest damage reduction versus other available options as you are leveling. Best of all: It's cheap! The recipe is bought off 羅賴爾·冬歌, a vendor in Moonglade.
...PvP, 附魔披風 - 強效抗性, as you take greater magical damage in PvP than you do a PvE leveling environment. It is disproportionately good at lower levels, as well. Also: Cheap and learned from the trainer!
...random dungeon finder, 附魔披風 - 狡詐, as it will limit your threat in a group where the tank has no idea where he is going, and thinks "cc" means "carbon copy."

Tanks - 撕裂沙塵披風

If you're using a Tank cloak, odds are you are not looking to level via questing, though you may enjoy some PvP on the side. The following are your best optionsfor enchants as a tank...

...random dungeon finder, 附魔披風 - 超強防禦 is going to mitigate the most damage, is inexpensive, and readily available from most any enchanter. That said, 附魔披風 - 潛行 will benefit both your ability to generate threat and gives you a defensive bonus, if you have deep pockets.
...PvP, 附魔披風 - 強效抗性, as spellcasters can really dish out some pain, and the enchantment will be somewhat helpful against casters in dungeons. There is no "best" choice here, though, and what you use will depend heavily on your style of play, as the prior two suggestions would also be excellent for leveling in battlegrounds.

So my cloak says ingame:

"Equip: Experience gained from killing monsters and completing quests increased by 5%."

But I've just tested it, and that is NOT correct:
Mining a Saronite Vein in Scholozar Basin as a level 72 character (with Heirloom Helm, Chest and Shoulders, while rested) I get 5.740 exp. But if I equip this cloak and mine the exact same kind of Saronite Vein, I get 5.944 exp instead (204 exp more).

This heirloom, along with all other heirloom cloaks, should say "Equip: Experience gained is increased by 5%." instead.

...Unless herbing and mining is considered "killing", and veins and herbs are considered monsters, of course ^^
