He patrols on the road from the keep to SS.

Also, if you kill him in heroic mode, he drops a blue version of the hat that summons his wolf until you take it off.

We ran heroic 5 times in a row to get the blue version for everyone. The instance doesn't save because he isn't a boss mob.

This is all on PTRs and subject to change.

By the sound of his name and the fact that the bugger has his own tequila AND he wears a wide-brimmed hat and the fact that he is heavily tanned and lives out in the Mexico-- *blinks* what..? Tanaris desert.. That's the one - That he lives out in the Tanaris desert I can only assume that he is "Mexican" or Tanarisian.

We wanted to get the hat of Don Carlos but decided to run a friend through the Old Hillsbrad quest first. After the Epoch Hunter was downed we took to the road to steal the hat. We searched the roads all about but couldn't find Don Carlos anywhere. We reset the instance and quickly found him by the turn off to Tarren Mill and quickly relieved him of his good looking hat.

So get the hat before doing the quest or reset the instance if you've completed the quest.

He and his dog are 68 Elites. They are soloable by an Affliction Warlock. His dog, Guerrero, is fearable. Travelling guards did not aggro and assist Don Carlos in the fight. Don remains on his mount and shot me for about 890 but will a fairly shot attack speed. He was easy to kite and Dot accross the open fields. He also casts Net and a Scatter Shot type ability that disorients. Voidwalker, DoTs and drain. Killed the pet first.

Won't drop for me in Normal mode. I'm only friendly with the Keepers of Time so I can't do it Heroic yet. I'm not sure whether it's the difficulty mode or my lack of rep, but I've killed Don three times now and still no hat.

I tried to solo this quest the other day and the hat refused to drop, so I wrote a ticket and got this reply roughly 30 hours later:

Thank you for contacting the World of Warcraft In-Game Support Department.

Currently, there is a known issue with this quest that prevents the needed quest item from existing in-game. As such, the quest cannot be successfully completed by the players themselves.

While Development works on correcting the issue on our end, we've gone ahead and mailed you the quest item needed so you can complete the quest. ^_^ We sincerely hope this resolves your issue, and apologize for any inconvenience this may have caused.

Attached to the related mail was the hat quest item needed to complete the quest.

As an added note, other than the long wait time for a reply, this is probably the best customer support I have ever received from Blizzard.

So if you want to complete this quest, worry not, they are working to fix the bug and it will work again in the near future; or if you do not want to wait for the fix, then just open a ticket and they should help you eventually.

Same for me, solo'd Don Carlos several times on normal mode and no hat, I then sent a petition to the GM's and got this reply after aprox 40 hours:

Greetings .

You are receiving this mail in response to the help petition wich you submitted regarding item restoration.

We have established that you are entitled to a reimbursement of the item you reported. And have included it in this mail. Please do not hesitate to contact us by submitting an in-game help petition, should you require assistance with another matter.

We regret we are unable to reply to in-game mail.

I think it depends on who you get for a GM. I opened a ticket for the quest Item and this was my response.

Just soloed him on normal with my 68 prot pally. Pretty easy once his dog is down and with some flash of light spam. Now my belf is the coolest mexican in the whole of Azeroth!

If we killed him and stole his hat in the past shouldn't he be dead or at least be missing his hat in the future?

If you do the rest of the instance before this quest theres a chance Don will run into the guards on the road and be killed, so Don needs to be dealt with first, hopefully this helps people like me who finished the story then scoured the instance from end to end unsuccessfully looking for him.
