At the release of Lich King, temporary weapon enhancements (oils & stones) worked on items all the way to those requiring level 80 (I applied it to Totemic Purification Rod with no problems), this was changed by Blizzard within weeks of release. After much experimenting I found that (at version 3.0.9) the current cut off for using these is any weapon with item value of 162 (as rated in the Armory). Any weapon at or above 166 will alert the user that the attempt failed but will not consume the object. I was able to apply oil to a Levitating Dagger (BOE green) which requires level 75 to use.

My 51st level Paladin was unable to sharpen a level 46 sword with this item. I've used the lower level sharpening stones without a problem. I'm confused.

In my opinion, you should always use items like these. Weapon oil, sharpening stones etc. They are extremely easy to make, and reasonably cheap on the auction house, and they give such an extreme boost.

Good for 59 twinks. At level 60+, if you can't afford Adamantite Sharpening Stones, then it probably isn't a good idea to use these either.
