This is a level 20 quest, so if you are doing this as an 85, make sure that you have low-level quest tracking turned on. Vin is found behind the orphange on the sidewalk, with a Gilnean-style dog standing next to her.

The balloons are attached to sidewalks and pavement at ground level and sparkle.

Alliance:

Vin is at 58,52 in the Cathedral Square! Will submit a screenshot. :)

Vin is standing in the southeast corner of the Cathedral District.

Balloons are found hovering 2 feet or so above the ground, bein' all sparkly like quest items normally are.

For those looking on the Alliance side where to find the QUEST GIVER . Her name is VIn a little dreanei girl whose near the bottom right side of the Cathedral area in Stormwind. Easy Quest. Nice balloon :3

Seems that, for me at least, this quest is bugged. I have dropped and reacquired it five time and still cannot gather the balloons when I find them.

The can be found floating above ground in many places, don't bother flying up high tough -they are not floating in the air like you'd expect. ;)

it might be a little bit too soon but it seems to me that the best chanse on finding baloons is if you just follow the canals (if you are alliance) i spend 30 minutes running around all of stormwind and found nothing. then i just followed the canals and found them all within 5 minutes.

another hint... the balloons you are looking for do look the same as the pet you get as a reward.
so if you click a balloon and it won't work it might be someone's pet.

old town definitely seems to be the best place to find them! i ran around SW for 20 mins and collected one balloon, and got the other 4 in 2 mins in Old Town. All were highly visible and easily collected.

Unfortunately, Vin is not visible to a Horde character -- presumably she is phased out. While there are a couple of situations where content is (unintentionally) available cross-faction, this is not one of them.

jump on a land mount and run around inside the districts and they are easy to find. mostly tucked in corners and behind trees.

Just confirming. Got 4 balloons in one circuit of Old Town and the last in the Canals towards Trade District. Finished in no time at all.

When you turn in the quest, Vin takes the balloons and floats upward. Pretty high. Then she disappears high in the air. And guess what? She does not want to respawn on the ground. I'll never see her again? Is it bug?

Dwarven District seems to have a lot of ballons floating around. Found three there in 30 seconds after looking for 5 minutes elsewhere.

Found all 5 of mine within sight of Vin in the cathedral district. Easiest 30 seconds of quest ever. And my 35th pet (was collecting mounts before).

They should make these quests available to both sides...it would be a blast, as horde, to die several times in order to complete the alliance version and be able to summon the alliance balloon as well!

The main character in Brandon Sanderson's Mistborn trilogy is named Vin, and starts as an orphan in a capital city... I wonder if there's a fan at Blizzard?

Spoiler video of turning in the alliance quest, Blown Away, in which you are rewarded an Alliance Balloon vanity companion pet, and the quest giver, Vin,... ...floats away with her balloons. She returns later, so her disappearance isn't a permanent game phasing.
The Horde quest is nearly identical, except that the quest giver is Jaga and the reward is a Horde Balloon.

I haven't played WoW in a few months. Returning to level a worgen alt, I finish up Darkshore and run through Stormwind, heading to check out the new Duskwood quests. I find her along the way.

"Hey, this is new," I think to myself. "It rewards a pet and everything! I really wanna go to Duskwood, but she's just so cute, and... and a pet!"

I accept the quest and have a somewhat difficult time finding balloons, until I head into the Dwarven District to see that those dirty dwarves apparently stole most of them. Rounding them up, I return to the little girl, and... oh, lord. No, no, come back down here! Ahhhhhhhh! Ahhhhhhhhhhhhhhhhhhhh!

I think I'm gonna take another few months off of WoW to deal with my guilt, now :(

I wish we could do the Horde version of this quest too to get the other pet. Hunting balloons in Orgrimmar as an Alliance player would be interesting.

I found all five of the balloons I needed in front of the tavern/bank/AH area in the trade district.

Having done this on 9 different characters now, the Mage Quarter is consistently the best spot, with the Dwarven District running a decent second. If you do go to the Dwarven District, be sure to check the little alley between the buildings at about 65,45; there is almost always a balloon there and sometimes two.

I got all my balloons on the streets on the outskirts of the trade district! Easy pet to get takes a minute or two.

As an Alliance player, I found a lot of the balloons in Old Town. I don't know if there is a large concentration of them there, or there were a few of them because Old Town isn't visited all that heavily away from the vendors and target dummies, so do check it out if you're on this quest :)
