What you're looking for are small wooden boxes hidden in the first inner circle of the city.
they contain more than 1, and I did a full round and got them all with no problems.

For anyone like me, the "inner circle" means the passage way between the auctioneer platforms and the tunnels to the Quarters & NPC profession vendor areas (area where the broken down, busted wagons are). I found several crates under these wagons btw.

The crates are much smaller than expected and Blizzard seemed to have had a fun time hiding them in wacky places. I found a couple inside broken barrels and one or two hidden behind cart wheels. It is, like raistlyn said, like hunting for Noblegarden eggs in the UC.

It's hard to tell from the map exactly where to find these, but they are in the same circle as the auctioneers.

Each crate contains 1-3 roaches..
Takes approx 1½ complete circle to get all 20..

LOOK UNDER THE BROKEN DOWN WAGONS IN THE CIRCLE THAT HAS THE AUCTIONEERS ........

LOOK AROUND THE CRATES - N - BARRELS PILED UP....

THEY ALL IN THE SAME AREA

OOCE YOU HAVE THEM ALL GO TO CHEF AUDREY
SHE IS IN THAT SAME CIRCLE AREA BY A WAGON WITH A COOKING CAULDRON

The boxes are in the inner circle (where the auctioneers are) they do sparkle and are most often found tucked into corners (behind wagons, auctioneers, even inside a broken barrel) but it seems most of them are where 2 walls meet and are tucked into the corners -- so anywhere you see a corner check for a box!

took me about a half circle to gather them all up earlier in the day with little to no competition
