If your ride with him isn't working, he will be located in the far North-Western corner.

He gives you the opportunity to tell him when you are ready. But he won't move when you say you are. Travel to the Oasis of Vir'sar. Its to be found in the north west corner of Uldum, just above the Obelisk of the Moon. (although in the next quest it is referred to as the Oasis of the Golden Dawn. In the back there is a small camp with Harrison and a flight point.

This quest seems to have been removed entirely, as the quest Encontre-me em Vir'sar sends you straight to the oasis, no autoride there and right to Amigo de um amigo (and no quest reward).
