The NPC is located inside the area you get the quest, not outside. Just go Northeast and you will see the "?". Coords are 51,50

Can't seem to get this quest to enable. I see the gray Exclamation Point on Earthcaller Yevaa, but no dice on getting it. Any insight?

I'm also unable to get this quest. I'll try questing more in Deepholm and see if I can get it to unlock.

Well, I'm beginning to think that I have to do Mount Hyjal quests in order to unlock this. I had done literally every quest in Vashj'ir and Mount Hyjal on my first character and was able to do this quest. I did all of Vashj'ir on my second character but ended up completely skipping Mount Hyjal (except for the quest that takes you to Mount Hyjal through Moonglade) and am unable to do it.

i can't get this quest either....the questgiver doesn't offer it for me. is it a bug? or am i missing something else?

this quest does require you to be 83.

so if you are not you'll have to lvl in the zone till you are or go back to one of the other zones till you are. hope this helps i too was like wtf until i checked wowheads lvl req listed for this dungeon.....facepalm

Examiner Rowe is not available during the phasing events in the Temple of Earth but will show up again after you finish The Stone Throne

You cannot get the quest if you have quests from Examiner Rowe already, Drop those quests and the quest becomes available.

So, I've finnished all of Deepholm, never got the quest. THen I see i is offered on the Warchief's Board. Not there either. I come here and other places to find the name of the guy that starts it., found him, but no quest
Do I just go out and grind till I can access the Warchief's Board (has a grey !) and skip Uldum all together and go on to Twilight Highlands? I am already 84, getting sick of trying to find the opening quests to Uldum. I opened a ticket, but the GM told me to ask here.

If you complete / and DO NOT take you would be still able to take /. However I havn't tested it the other way around. A pretty unusual behavior of breadcumb quests, wish all quests were like those :<

After completing Deepholm quests, this quest becomes unavailable as the NPCs will phase out who offer the quest. According to a GM, the quest is only available during the Middle World Pillar Fragment quests.
