Make sure you use the bow that the questgiver gives you. You don't equip it, just use it like a spell in your toolbar. Don't bother with your regular ranged weapon, the birds are generally way too high up.

About 1 in 8 attacks with this resulted in a miss, meaning the bird attacked me and I had to melee it (bow didn't recharge in time). Bad, take damage. Good, get a drop–birds killed with the special bow don't drop anything. So far I've only gotten a Giant Egg from one and some Light Feathers from a couple of others.

These arrows used to work EVERYWHERE and you could use them on ANYTHING! The arrows have since been modified to work only in the Blasted Lands and apparently only on the birds. These were great "arrows"! They had super long range, didn't even need line-of-sight and did NO damage but make the mobs mad. Imagine you're in Heroic Halls of Lightning, you just killed the first boss and you shoot Volkhan (the blacksmith boss) with the arrows. Yes the "arrows" did reach that far! He gets mad and comes to the first boss's room bringing a TON of the adds with him! The Leeroy Jenkins party lasted longer than your party lasts against this onslaught! I soooo miss those "arrows"...
