Entrance to the tower is at 40,69. This is by far my favorite new quest in cataclysm. I won't spoil what happens but I actually yelled "YES!" during the event.

If you see Gar'dul standing by the bonfire after the quest objectives complete and use Carbonite, try "/console reloadui". That fixed it for me. Gar'dul suddenly changed to Bloodhilt and I was able to accept more quests from him.

Note the North Tower is the Inn and you have to stand in the correct position at the top to complete that portion. There are parts of the top floor which do not trigger the 'Go to the Top of the Tower' portion.

Specifically going from the top step to the center of the top, does not trigger the first requirement.

I had the same problem, getting the "go to the top of the tower" to update. I found that once you're at the top of the tower (the one with the innkeeper), there was only one small space that gave me the quest update.

Here's how to find that spot:
Looking towards the window, you'll see 3 sections of floor in front of the window.
Stand in the middle section at the lower left corner (as your character is looking towards the window).
Take 2 steps backwards (which takes you into the middle section of the floor behind you), and the quest updated for me.

This was a pretty funny quest. Especially the part when Warlord Gul'dan turns hostile, aggros a guard, and then gets one shot.

Took a bit of aimless running around at the top of the tower, but Eventually got it. Just try running side to side on the middle, largest panel of wood. So you sweep it thoroughly.

This quest is marked as "both" but I assure you if you try to get to the quest giver as alliance it will end in a lot of bloodshed since it's in the middle of a Horde town.

lol i love this quest. i always make sure to pick it up while leveling an alt just to see Gar'duls butt fly out the window lol. His armor is also pretty sweet if you don't have looms (leveling on a different account, so my new toon is heirloomless)

Is aggroing the 85 guard supposed to be part of the quest? I was kinda hoping to see them duke it out.

There's a quest in Stonetalon where Garrosh throws one of his generals off the cliff. He seems to enjoy this as the best way to discipline his troops. Almost better than all the goblin quests to see him throw all of them over the edge :)

This appears to be bugged in pre-patch. Bloodhilt never shows up at the bottom to turn the quest in. He is also the questgiver for two other quests that I cannot get either.
