Took 3-4 clicks to get the Dragon to come. Some Tauren got there just before me. Maybe you have to wait for it to come back. PS there is another FP next to the tower a short way to the east. Might as well get it.

There's a typo in the quest text. It says "Sorren" when the NPC's actual name is "Sorrem."

Edit: They fixed it at some point over the past few years.
