Pick what you like. Arcane has survivability in that it kills @#$% before anything bad happens.
I prefer Frost because I'm a classicist, and gives you better tools for surviving the massive pulls that can sometimes happen. When "fit hits the shan" kind of spec.

Yep, pretty much what greywolfsage said...
Arcane blows stuff up, but not the best at taking on multiple enemies.
Frost has the utility to hardly ever get hurt and is really nice against multiple enemies.
Fire is a good medium between them and is the spec I leveled with all the way to 85.

Frost is normally recommended because you can use the pet to tank, you have a pretty good aoe, and if stuff gets too hairy you can freeze everything and run like the wind.

Way back in Vanilla and TBC I absolutely abhorred Frost. I thought it was painfully bland. I leveled, raided, ate, drank, and slept FIRE... More accurately, back then it was Arcane spec, but you were casting nothing but fire spells.
Oh how the times have changed. While I think Fire is alright when other people have the aggro, Frost is my best friend for solo PVE and any kind of PVP.
In the end, level how you want, but if I were going to do it again (and I'm considering leveling a Dwarf Mage) I would level Frost.

If you're not maxed don't worry about crit. All the gear you'll be replacing will change so much. You can look in my sig at my mage and see what his crit is at for the gear level.
As for what to use PoM for, it is up to you. Using it for an instant AB is something I done several times. While doing Cata heroics I have used it to instant cast Polymorph is need be. Can also use it to instantly have some food in your pack. If you can think of it, and the cast time is under 10 seconds, feel free to use it for that.

If you are wondering if your gear is why your damage is so low as fire then no, it's not. Arcane at lower levels SHOULD top dps no matter the other people in your group. You will have no mana issues as arcane until you reach 85. Even at 85 arcane will still be best until you develop more gear and then fire tends to top charts because of mobility.

So, now, my questions, can anyone please tell me what are we suposed to use with presence of mind? AB? seems kinda of odd if so, but....
Most commonly used to grant an instant Arcane Blast to maintain stacks while doing the "Mechanics Dance" of staying alive.

And apparently that's not so true anymore. The changes to Arcane seem to have put it ahead of Fire on some Fight Trackers online. For H 25 groups at least. Which makes me sad.
I'm also curious as to how Firelands mobs will be effected. Do they have resistance to take less damage? I know many have already stated it won't be like MC where you had to be frost because they removed the immunity bit, but will Fire spec survive and be viable?
