It is a little uncertain as to how to spawn Chambermaid Pillaclencher.

I simply did the quest Kill 'em With Sleep Deprivation and turned the quest in, and about 5 minutes later a yell occurred:

Chambermaid Pillaclencher yells: Thieves! Scallywags! Rapscallions! Come face me gigantic pillas!

She will be waiting in the curved hallway with the beds lining the walls.

I had completed this quest before The Shattering occurred and she gave the message before I even reached the room to begin my sleep depriving quest, and she sat there awaiting my arrival. To complete the Cataclysm version of the quest, I had to destroy my previously kept pillow reward.

Obviously this means you don't need to destroy your collected quest-related pillows to recollect them in hopes of triggering her spawn. It seems to be more linked to just a timer related to either proximity of players near the room, or just from when the quest is accepted or its objectives being completed.

Also this pillow does not share a cooldown with the new Very Soft Pillow reward if you wish to keep both for maximizing fall-speed reduction availability.

It took me a while to understand that Evonice is in Thorium Point. So just exit the cave and fly there to hand in the quest.

When you first loot a pillow, a timer starts. After a few minutes a group of sleepy dark iron workers spawn. A few minutes later, a second group spawns. A few minutes after that, the chambermaid spawns. Of course, by this time most players have long since turned in the quest and moved on.

Deleting and re-looting pillows is not necessary -- the only thing it accomplishes is keeping you in the area while the timer continues to run.

So not doing this while doing the pilow quest will result in not being able to do this quest as she never respawns again ?

What I did: Loged out my main character in the pillow room, reloged to alt, did prequests, kill the elite, reloged to main and took the item :)

I can definitively say that every 5 minutes after you loot the first pillow, a group of mobs spawns, in this order:
13:06PM -- Sleepy Dwarves
13:11PM -- Sleepy Dwarves
13:16PM -- Pilla Maid

Defeated today as a level 51 Holy Priest with questing greens/blues and no BOAS. So fear not, if you usually stay away from elites as a priest. You can defeat her. Make sure to clear the area a bit before you pull her so you don't grab her and other mobs. Drop down your light-well before you pull, and make active use of your dots (SW:P, DP, and HF) as you will rarely get time to do a whole lot of other casting as she silences a lot and knocks you around like a ping-pong ball. A renew/carefully chosen shield when you are knocked out of range of your light-well helps too. Good luck, and have fun =)

was on my 52 demonology warlock. cleared out the hallway a few times of normal npc's, then proceeded to loot the pillows and delete them. took about 5-6 mins. to do that, for the 2 packs to spawn (easy to aoe those), and then she spawned. dotted her up and kept my felguard on her. the only times that it sucked was when she charged me and silenced me. but I was able to kill her and both myself and pet at 50% hp or higher after. kinda neat quest. :)
