You need to throw the frogs near the smoke flares..
The Crosshair must cover the smoke, but doesn't need to be in the middle.

Go to the bat handler just south of the questgiver. He'll send you out on a bat over the echo isles.

Look for each area of smoke (fairly small but easy to see). Use the bag he gave you and the usual green crosshairs will appear on the ground (just like any other bombing quest). Plenty of targets before you're finished so don't worry about finding enough.

This quest is the second of a the limited chain-quest to take back Echo Isles for the trolls.

The complete reward for the chain is:

92g 61s (at level 80)
Darkspear Pride (From Dance Of De Spirits)
Darkspear Shroud (From Zalazane's Fall)

Remember, this quest is only available for a limited time, so hurry up!

Take dis sack' o frogs with ya. I been askin' de spirits for guidance. Dey've sent smoke to show ya where I need de eyes most. While ridin' de bat, reach into de sack and toss de frogs toward de white smoke.]
