These items were buffed, but they're still under-budgeted compared to other ilvl 200 blues. The "of the Bandit" ring compared to Mobius Band is +18 sta and -25 hit, so it's missing 13 stat points (since stamina is worth 2/3 item points, 18 sta = 12 points).

In fact, these items have the budget of ilvl 187 blues, and that would explain why they're equipable at L78 (which is unusual for an ilvl 200 item, even more so a BoE one). I wonder why they decided to cheat their own formulas and label them ilvl 200 anyway?

Still, they're nice pre-heroic rings if you can pick one up cheap, better than most blue quest rewards. I found the of the Bandit version on the AH for 15g :)

Odd how there's a +64 intellect suffix but no +64 strength or agility suffix. I guess non-casters don't lose their good rings.
